Status and position of the members of assembly in the local council

  • The members of assembly are elected by direct election from the local citizens as a representative and are considered as a line of special career as a civil servant to the local political service by the local service act.
  • In other words, it is different from the general civil servants who are appointed by the appointment authority holder, thus to be a civil servant as a position of employees with special expertise as well as electoral civil servant.
  • Having the status as a member of city council is a representative for local citizens who have voted as well we all the people in the city.
  • In addition, as an organization of the city council, the members of assembly have set authority and duty.

Duty of members of assembly

  • It is a priority to consider public interest and sincerely fulfill the task according to conscience.
  • Have the duty of upright manner and maintain dignity as a member of assembly.
  • Should not abuse one's status to gain profit property rights and contract, or help the third party to acquire rights of local government, public body, or business.
  • In addition, as an organization of the City Council, the members of assembly have set authority and duty.

Functions

President of council

Representative of the city council to organize parliamentary proceedings, and maintain order of the

Vice-president of council

Role as a deputy for presidential duties when accidents occur

Chairman

The chairman is a representative for the council, to organize parliamentary proceedings and maintain order of assembly as well as supervising office work of the council.

Assistant administrator

The assistant administrator acts as a deputy for the chairman if accidents occur.

Term and wages for members of assembly

Terms

4 years (The Sixth Council: July 1st, 2010 to June 30th, 2011)

Wages

  • Monthly benefit : 241 won per 1 member of assembly (paid on the pay day of every month with fixed am ount)
  • Activity costs of parliamentary politics : 110 won per 1 member of assembly (paid on the pay day of every month with fixed am ount)
  • Travel expenses: Paid by votes from the council and members of assembly and by order of the president for work traveling under the standards of travel expense payment

Application for leave of absence and absence for the members of assembly

Application for leave of absence

If a member of assembly cannot attend the council due to an accident, the reason and period should be written in the application form of absence and be submitted to the president in advance. The application for leave of absence is approved by the president within 5 days and if it is more than 5 days, the approval is made by the council. If the member cannot attend the council even after period for the leave of absence is passed, the application for the leave of absence should be submitted once again (If a member attends the council within the period of application, the application made a day after would lose its effect).

Absence

If a member of assembly cannot attend the council due to an accident, the reason and period should be written in the application form of absence and be submitted to the president in advance. If a member or committee is absent for more than 2 days without a proper reason, the president or chairman will request the attendance of the relevant member.
The request of attendance should be documented but if it is an emergency, request can be done orally.
